Safer Without Seat Belts?

The Minneapolis Star Tribune is reporting:

State: 44 percent of vehicle occupants killed were unbelted

It would then stand to reason that 56% of fatalities were wearing their seat belts. It would appear the odds are in favor of the unbelted.
